What is Incogni? It describes itself as a service that “protects digital privacy by automatically removing personal information from data-broker databases. The service was launched in 2022 by Surfshark, a leading cybersecurity company based in Lithuania. Incogni empowers users to regain control of their online data footprint through legal, automated opt-out requests to hundreds of data brokers worldwide.”
Right now, the Rakuten Incogni cashback offer is for 97% cashback or 97X Amex Membership Rewards or Bilt Rewards, depending on what payout you have selected. This is, effectively, buying Membership Rewards or Bilt Rewards (hello, Hyatt points!) at close to 1 cent each, even if you value the Incogni service at $0.00.
Subscription plans with Rakuten's auto-applied coupon code currently range from $86.29 for the first year for a basic individual plan to $248.29 for the first year for the unlimited family plan, which is good for up to 5 users. Pricing may fluctuate from time to time. I signed up for an unlimited family annual plan for Sarah and I to split, back when the offer was 100x/100% and the pricing was $275.88.

- Cash back is only available for new users. Only the first payment of a subscription plan counts.
- Each member is limited to one of these offers.
- You're only eligible for cash back after the 40-day verification period has been confirmed. Cash back will not be offered on refunded orders.
- Not available on gift cards or purchases made with gift cards.

Rakuten Incogni Cashback Offer: ToP Thoughts
I have no idea how effective this service is, but initial reports in the Facebook group (see comments here) state that it works very well. I signed us up for the most expensive annual family plan. At best, you'll get rid of a lot of the annoying spam emails and telephone calls. At worst, you get 97X Amex Membership Rewards (which should work out to over 24,000 points with the current offer) or Bilt Points. Not bad. Not bad at all.
