How it pays out depends on which option you have selected in your Rakuten account. The offer does require buying $200 in crypto to earn the bonus, but you can sell it right away. You will likely lose some money in fees when selling, but it should be a cheap way to score a decent chunk of points.

There is a real loss of loss money here because this offer requires trading / investing. You can try to limit that by selling it shortly after buying the currency. These accounts are also not FDIC insured. These are two things you should consider before deciding whether or not to go after this offer. On the front facing offer I value 15,000 Bilt points at $275, so I am personally willing to take the risk of losing a little money doing this. Update 1/19/25: It looks like Rakuten added these into their terms (HT Debra in the Facebook Group): Applying a separate offer with Kraken (Referral Code, Discount, or Coupon) will negate your Cash Back.
