ToggleAmsterdam bans cannabis in its red light district – BBC
Amsterdam has been trying to combat tourism, especially in the red light district, for years. They get complaints non stop from locals it appears about over-tourism. Similar to what Venice has been trying to do the last few years for the same reasons. Fun fact, selling cannabis, or shrooms, is not really legal in Amsterdam. They just kind of have a look the other way clause set in place. The history of Amsterdam is pretty interesting if you ever have the time to read up on it.

Reports seem to be a little all over the place on this. With how quickly Amex ships cards it may be best to avoid the temporary cards if at all possible. Remember that these temporary cards do come with limitations too.
