I have always thought this was a hotel by hotel thing, or even employee by employee thing. I would not trust that this will be a massive crackdown on booking a room for your family. You can always add them in the notes at time of booking, or call the hotel and add them. That alleviates 99% of these problems. The best advice is don't be rude if it happens. Front desk agents can jack up your account for sure.
