I wouldn't call the RedCard dead, you will just need to wait a lot longer to do it. Many will move on and some will just do it every year or so.

Staples Now Selling Variable Load Visa Gift Cards – GC Galore

This would have been big news a few years ago before metabank made their cards more difficult to use. Some will still probably prefer it versus messing with $200 cards, even if they are not fee free. It is very YMMV since a buddy in my area saw some at his store but I haven't seen them at any of mine yet.
